Rajasthan Chief Minister Bhajan Lal Sharma gave away the annual CM Excels Award to 7 IAS officers and one from Forest Service officer and another from Rural Development department for excellence and innovation in services.
There were three categories – Governance, Innovation and Flagship Schemes – under which awards were given. The government had received 275 entries. Finally the empowered committee headed by Chief Secretary V.Srinivas selected 9 officers.

Arti Dogra, who is serving as Energy Secretary, has given award for good governance in energy sector. She was awarded for agriculture feeder solarisation under PM Kusum Yojana which helped farmers in remote areas to use solar power for electricity generation. It helped them to use solar pumps and ensure 24 hours electricity. JVVNL was recently awarded for its achievement in PM Kusum Yojana by All India Discoms Association at New Delhi. So far Rajasthan has created a capacity of 3900 MW under PM Kusum Yojana.

Under the Innovation category, Jaipur Development Authority (JDA) Commissioner Siddharth Mahajan was awarded for digital revolution in JDA for brining transparency and efficiency in the system. All the 39 public service centres of JDA have become online prompting fast services and cutting down on long queues at JDA. The digitisation of records has resulted into availability of epatta and now every property has been tagged with unique ID. The digitalisation has brought more transparency in the system.
His predecessor Anandhi was acknowledged for starting these innovations when she was serving as JDA Commissioner.

Gayatri Rathore, who is serving as Principal Secretary, Medical and Health has been awarded for Mission Madhunetra, which is helping in screening out patients suffering from damages in retina due to diabetes. The AI based retina screening services for diabetic patients is available at three district hospitals, one CHC and one medical college. This service is offered to every patient who comes for diabetes screening at those health care centres.

Krishna Kunal, who is serving as Secretary Rural Development was awarded to innovation in rural development sector. He was awarded for EWork 2.0 which is an online monitoring system used to track every programme and scheme in rural development. This software captures every detail of work and also uploads recommendations of political leaders, MLA for development in their areas. This system ensures stage wise disbursement of payment of each programme and scheme. This innovation has not only brought transparency in the system but also the efficiency in implementation of programme.
His predecessor Sreya Guha was also acknowledged for starting the eWork 2.0 when she was serving as Additional Chief Secretary Rural Development.

Nakate Shiv Prasad Madan, who is serving as Managing Director Rajasthan Urja Vikas and IT Services, has been awarded for his innovation work in previous department – Excise Department. An M.Tech in Farm Power and Machinery, Nakate has launched Integrated Management System 2.0 in Excise Department bringing transparency and efficiency in department which gives sizeable revenue to the exchequer.

P Balamurugan, who is serving as Deputy Conservator of Forest Territorial, Ajmer, has been awarded for innovation in his previous stint at Pali. He connected with tribals, Self Help Groups and villagers and improved their earnings by creating awareness about forest produce.
Flagship Schemes

Dr Khushaal Yadav, who is serving as Collector and District Magistrate Hanumangarh, has been awarded for providing tap water to every household in the district under Jal Jeevan Mission. There is at least some good news about this scheme.

Rohitashva Singh Tomar, who is serving as Sirohi Collector, has been awarded for excellent implementation of flagship scheme Lakhpati Didi in Baran district. Along with his Rajiv Tomar, who is serving as District Project Manager, Baran was also awarded. Under the scheme, Tomar connected with Self Help Groups and rural women and provided them employment opportunities.
