The reasons behind suicide of senior IPS officer Y Puran Kumar is wrapped in 4000 words. Each word is telling story of caste based discrimination, public humiliation, mental harassment and atrocities – which generally a police officer never faces irrespective of caste and creed. But in case of Y Puran Kumar, a 2001 batch IPS, 3 IAS officers and 12 IPS officers have allegedly harassed him on different occasions and allegedly pushed him to the corner. So much so that, Kumar had to resort to committing suicide, at a time when his wife Amneet P Kumar, an IAS officer of 2001 batch, was away to Japan on an official trip. He was at his government residence in Chandigarh with his younger daughter while his elder daughter was in US.
The 8-page suicide note looks like an eerie testimony of a dalit officer who was targeted in last five year at every inch of his career.
Kumar documents his travails since August 2020 when he was first harassed and tortured by then DGP Manoj Yadava for setting up a temple in Ambala police station. The ordeal continued for five years, though officers changed.

Kumar accused Rajeev Arora, then ACS home for not sanctioning his earned leave at a time when his father was on death bed. He wrote that he had to go through immense pain and emotional breakdown. He alleged that despite reporting to all concerned including chief secretary, no action was taken against him.
Kumar wrote in his final note that he was appointed as IG Home Guard which is not a cadre post. He alleged that ex-cadre posting was just to humiliate him. He alleged that Dr Ravi Kiran, a 1996 batch IPS, ridiculed him in public for being posted on an ex-cadre post for which Dr CS Rao, a 1995 batch IPS officer was witness.
“This has had the biggest impact on me, which is also one of the primary reasons for me taking this extreme step,” he wrote.
Kumar blames 3 IAS, 12 IPS for his condition
The 8-page suicide note has names of senior officers – Anurag Rastogi, Chief Secretary, Shatrujeet Kapur, DGP, TVSN Prasad, former CS, Rajeev Arora, former ACS, Manoj Yadava, former DGP, PK Agrawal, former DGP, Sandeep Khirwar, ADGP, Amitabh Dhillon, ADGP, Sanjay Kumar, ADGP, Kala Ramchandran, Principal Secretary, Mata Ravi Kiran, ADGP, Pankaj Nain IG, Kulwinder Singh, IG, Narendra Bijarnia, SP.
All these officers, according to Kumar had contributed to the mental harassment and public humiliation he had undergone.
He also mentions meeting former IAS and chief principal secretary to chief minister Rajesh Khullar for his intervention. According to Kumar Khullar seemed convinced after having seen the documentary evidence shown to him on matters of discrimination, targeted mental harassment, public humiliation, and atrocities.
Kumar alleged Haryana DGP Shatrujeet Kapur of stopping payment of his arrears. At the same time, Kapur managed to get his arrears with effect from January 1, 2015. Non-payment of years has caused huge cascading carrying financial losses. He alleged that while allowing official accommodation in Panchkula, additional rules were applied only to him and also a false affidavit was filed by IPS Kala Ramachandran on behalf of DGP Haryana stating falsely that there existed a police guest house adjacent to CP office in Faridabad.
He also alleged that official vehicle was withdrawn by DGP office in November 2, 2023, only to harass him and DGP Shatrujeet Kapur had made adverse comments on his APAR, which was unsubstantiated, factually incorrect and loaded with personal prejudice.
He also alleged senior IPS officers of lodging baseless, mischievous and pseudonymous complaints deliberately to humiliate him in public view.
