For Rajasthan which has been celebrating the spirit of entrepreneurship for centuries, there is one more reason to rejoice.
The state has become the first in the country to put together 70 Secretary level IAS officers under one roof for a riveting Rashtriya Karmyogi Programme.
The flagship programme is aimed at transforming the mindset, behavior, and attitude of public servants toward citizen-first service delivery. The country has never seen such a large scale transformation programme where senior rank IAS officers participated.
For Rajasthan Chief Secretary V Srinivas, who had driven this programme in his previous role as Secretary of Administrative Reforms and had it implemented in all departments at centre, relished the proud moment to bring together 70 of the brightest brains together for brainstorming.
Srinivas said that the programme motivate the officers to engage more intensively and actively in their field of work.
He said that he was confident that the experienced officers conducting the workshop would infuse positive energy to the participants and lay the foundation for a next generation governance system that is more effective and citizen-centred.
Since five years, when the programme was first launched, Srinivas has been championing the 3-step structural evolution – moving officials from Karamchari(worker) to Karmayogi (dedicated servant), changing the work culture from Rule-based to Role-based, and achieving holistic organizational transformation – first as Secretary in centre and now head of bureaucracy in Rajasthan.
Sreya Guha, Additional Chief Secretary, Training said that the programme is designed to further strengthen the capabilities of the officers and prepare them for future administrative challenges.
She said that such capacity building programmes play an important role in building a future-designed and effective bureaucracy.
Karmayogi programme designed in accordance with the requirements of good governance
Chandralekha Mukherjee, Principal Advisor in the Capacity Building Commission (CBC), which is responsible for implementing the Karmyogi programme, said that Karmayogi programme launched five years ago is being conducted with the aim of shaping the administration in line with the changing and future requirements of good governance.
She said that the basic objective of the programme is to develop the necessary competencies, attitude and working style in the officers so that they can function effectively in line with the changing administrative requirements.
