ACB probes an Arts Graduate who is RajComp GM (Tech)

ACB raids properties of Chhatra Pal Singh, an Arts Graduate who managed to become General Manager (Technical) in RajComp without any technical qualification

conducted raids on 10 various locations of RajComp General Manager (Technical) Chhatra Pal Singh in Rajasthan and Ghaziabad. 

ACB, which is probing a case of disproportionate assets against Chhatra Pal Singh, found unaccountable wealth in crores. Earlier, Enforcement Directorate (ED) had conducted search in a locker owned by him in a private complex. However ED could not find anything in the locker. BJP leader had alleged corruption charges against Chhatra Pal Singh hold brick was found in the locker of government building Yojana Bhawan which houses the office of IT department where Chhatra Pal works.

The agency found luxury vehicles, high-value properties, cash, and multiple holding suubstantial funds, investments in insurance policies and links to a foundation allegedly used for laundering money. The Anti Corruption Bureau estimates Singh's assets exceed his legal income by crores, with further investigations on going into his financial dealing.

According to ACB, Singh and his family members have two flats including one duplex in Ridhiraj Apartment at Sodala, one independent house at Mahadev Nagar in Sodala, five luxury cars including one Porsche, one Jaguar Land Rover, Defender, Thar, Scorpio and Cheverle Cruz VDI. The agency also found one BMW Bike and cash money of Rs 6 lakh. 

The accused also has a property in Raja Park where a spa named Simply Divine is being run. The spa is given to someone on rent. The accused also runs an NGO Happy Heart Foundation in which a lot of objectionable investment has been found.

The agency has also found documents related to his stay in costly resorts and abroad travelling. The ACB has also found many property and investment documents in fictitious names which are being further investigated.

How an Arts Graduate became GM (Technical) in a govt run IT company?

It's really surprising that an Arts graduate from Rajasthan and a management graduate from RA Poddar Institute became General Manager (Technical) in a government owned IT firm – RajComp Info Service Limited (RISL). It is interesting to know that Chhatra Pal Singh doesn't posses any technical qualification unlike other technical staff of RISL.

“Even then he has been made General Manager (Technical). He was handling all important technical tenders of RISL. He was also the coordinator of free mobile scheme which was launched by Gehlot government last year,” said an official of RISL. 

Singh has strong and bureaucratic links which he used well to step up the ladder. 

“He never follows office decorum and would use foul language with his juniors. He never dressed in a proper way and would don a hippie look without caring much for anyone. Even senior never objected to his demeanour,” said another official. 

Living with a married woman

Controversies are not new to Chhatra Pal Singh. He had landed in trouble earlier also when he was accused of eloping with a married woman, who is a resident of Delhi.

Singh, already married and having children from first wife Mohini Rathore, was accused of staying with another woman. The ACB searched locker of Mohini Rathore and her residence in Mahadev Nagar also. 

The husband of that woman had registered a police complaint last year against Singh in New Delhi. The complainant had also registered complaint with then chief minister office and department of personnel about keeping his wife illegally in ‘captivity'.

When the case was filed against Singh, he remained elusive for some days. However using his influence in the government he managed to settle the issue.
