D Roopa Moudgil, a 2000 batch IPS from Karnataka cadre, has always been in news in her 23-year long career. Sometimes for being upright and at times being controversial. Her husband Munish Moudgil is an IAS officer of 1998 batch, is a native of Punjab.
Roopa, who was put on APO after her spat with IAS Rohini Sindhuri came in public on February 21, 2023, has recently been posted as Inspector General of Police in internal security division.
She will have to face trial in a court after the High Court refused to quash defamation proceedings against D Roopa. Sindhuri has filed a defamation case against the IPS for maligning her reputation in public. D Roopa has levelled 19 serious allegations on Facebook page damaging Rohini's character and integrity.
This is not for the first time, Roopa, considered an upright and bold officer, caught in a controversy. She hit the national headlines way back in 2004, when she was given task of arresting firebrand BJP leader Uma Bharati.
Roopa led an all-woman police team and arrested Bharati who had ignored several court ordered summons over her alleged involvement in the Hubballi Idgah Maidan communal clashes of 1994.
Roopa again hogged limelight when she alleged senior police officer HN Sathyanarayana Rao of taking a bribe oif Rs 2 crore for giving preferential treatment to former AIADMK leader V K Sasikala when she was lodged in a Bengaluru jail. However, she could not produce any evidence against her accusation and was transferred out of the Prisons Department.
She is known to take on high and mighty. As Deputy Commissioner of Police (DCP) of the City Armed Reserve, she withdrew police vehicles that were being used in the cavalcade of former Chief Minister B S Yediyurappa, citing violation of protocol. Then as DCP in Bengaluru, she withdrew unauthorised police personnel and orderlies who had been deployed to VVIPs and politicians.
In 2020, Moudgil was again involved in a row with Inspector General Police Hemanth Nimbalakar over Safe City Project. Nimbalakar had alleged that Roopa had attempted to peek into classified information related to tender. On which Roopa admitted to have enquired about the tender as she had come to know about irregularities in finalisation of the tender. Both the police officers were shunted out.
