RIICO reinstates easy land use change to boost economic activities in industrial areas

has introduced more flexibility in land use change to accelerate in industrial area. 

The industrial development agency has made necessary changes in Rule 20 (c) of the RIICO Land Settlement Rules, 1979 to make proper utilisation of the plots in industrial areas in a more practical, transparent and timely manner.

With the amendment, leaseholders in RIICO industrial areas will be able to get approval for change from one permitted use to another permissible use at a fixed fee. This decision will make it easier for entrepreneurs to start new activities according to their needs and ensure maximum utilisation of the land.

With this move, economic activities will accelerate in sectors such as manufacturing, commercial, service, IT, healthcare, hotels, mixed use, residential, at the same time, people working in industrial sectors will also easily get the necessary support services in the same area.

RIICO has opened an online portal for this service from 26 November 2025. The applications received under Rule 20(c) will be disposed on the principle of “First come first out”. 

“Since the opening of the portal, 61 applications have been received from various districts so far, including applications for changes for hotels, mixed use, residential, IT, institutional, care, etc,” an official said.

This has been a long pending demand of entrepreneurs and land holders since 2019 when the facility of land use was discontinued. 

“Now after the reinstatement of the facility, entrepreneurs can change the land use as per the demand of giving fillip to the industrial activities in the state,” said a senior industry department official.
