On the first day of his extended tenure, Rajasthan Chief Secretary V Srinivas started where he had left before going to Rome for chairing 51st European Group for Public Administration (EGPA) Annual Conference.
Srinivas interacted with young district collectors to discuss various administrative issues including education, health, prevention of cyber crime, Hariyalo Rajasthan and Jal Jeevan Mission.
District Collectors Nishant Jain (Bikaner), Alok Ranjan (Jodhpur), Artika Shukla (Alwar), Qummer Ul Zaman Choudhary (Bharatpur), Saumya Jha (Dausa) Dr Khushaal Yadav (Hanumangarh) and Akshay Godara (Karauli) gave feedback about challenges at field level and the way they are tackling these while implementation of various schemes and administrative innovations.
Srinivas said that the priority of the district administration should be citizen-centred, sensitive and result-oriented governance. He asked the collectors to assess the actual status of the schemes and services through regular field visits and ensure effective solutions in line with the local requirements.
Emphasis on comprehensive reform in education system
Srinivas emphasised on ensuring safe and strong infrastructure, clean drinking water and quality educational environment in schools. He asked district collectors to regularly inspect schools to identify the lacunae in infrastructure and focus on their time-bound solution.
He said that the state government has earmarked a budget of Rs 3,000 crore on strengthening of school infrastructure this year.
Regular monitoring of health services
Srinivas asked district collectors to regularly review the health services and maintain effective coordination with the CMHO and concerned officials. He specifically spoke on the need to focus on monitoring high-risk pregnancies and the availability of essential health facilities in medical institutions. He said that with better coordination between primary, secondary and tertiary level medical institutions, the challenges of high-risk pregnancy can be effectively managed.
Curb cyber crime
While reviewing the cases related to cyber crime, Srinivas emphasised on keeping the district level committees active and effective coordination among the concerned departments and agencies. He spoke on the need for identification and prompt action on new and suspicious bank accounts being used in cyber crime.
Increase public participation in Hariyalo Rajasthan
Srinivas, while reviewing the Hariyalo Rajasthan campaign, asked to pay special attention to the care and conservation of the plants planted with planting. He spoke of the need to link the campaign with public participation so that the long-term results of plantation can be ensured.
Emphasis on quality work in Jal Jeevan Mission
Srinivas, while discussing the progress of the works carried out under the Jal Jeevan Mission, asked to pay special attention to the quality and timeliness of the works related to drinking water supply. He asked district collectors to coordinate with the concerned departments including the Public Health Engineering Department to monitor the progress of works at the field level.
