Confusion, chaos and uncertainty chaired the seat of Managing Director (MD) Rajasthan Cooperative Dairy Federation (RCDF) for last 30 days. After retirement of IAS Shruti Bhardwaj on August 31, the state government had not appointed MD or given charge to any officer. The federation was being run by ‘invisible forces'
Now after 30 days, with a confusing appointment letter, the government has removed chaos, reappointing Shruti Bhardwaj as the MD. This is for the first time, an IAS officer has been reappointed in an executive position in Rajasthan with a pay minus pension arrangement.
The state government took 30 days to decide whether to do the unprecedented or not. The appointment is initially for six months or till regular appointment of an officer whichever is earlier. The state government has relaxed all the conditions and eligibilities for this post.
In the appointment letter, it is mentioned that “For the purpose of aforesaid appointment, the eligibility condition, if any, prescribed for appointment to the said post shall remain in abeyance during the period of appointment.”
Shruti Bhardwaj, a 2013 IAS officer, promoted from state service, had served as RCDF Managing Director. During her tenure, RCDF recorded highest ever growth in 47 years, clocking a turnover of over Rs 10,000 crores and a profit of Rs over Rs 400 crores.
