Few months back, for getting a domicile certificate in Rajasthan, parents had to go through a lengthy application process. But now with the latest IT innovation, parents, whose children are registered with Rajasthan board, get it on automated mode. Recently, 30,000 students out of 3 lakh eligible students received domicile certificate after providing online consent through mobile.
With that Rajasthan became pioneering state to provide automated domicile certificates to students without any paperwork or even submission of application.
It's a miracle of sorts for a Rajasthan which is not much known for IT innovation and SMART governance. In e-governance, SMART stands for Simple, Moral, Accountable, Responsive, and Transparent
“We are ready with many such innovations which are automated and don't require human intervention. There are at least 25 citizen centric services including financial schemes like age old pensions and likes of scholarship schemes. But we are currently offering 7 services which are on auto mode. We will soon make other services live also,” said Dr. Ravi Kumar Surpur, IT Secretary, who implemented these innovations a few months back.
Surpur said that the domicile certificate which is often required for domicile quota in higher education, is extracted from the information of the student stored in Shala Darpan, a dynamic, live database management portal developed by the School Education Department.
“We have information about the students enrolled with Rajasthan Board right from their admission date. So students after obtaining Boone consent from their parents, get domicile certificates automatically,” he said adding that for using personal information consent is mandatory.

Jan Aadhar is the key
In Rajasthan, the government has its own unique identity – Jan Aadhar – which has the detail of each family residing in Rajasthan with female member as the head of the family. Every government scheme is linked with Jan Aadhar data. Operating under the philosophy of “One Number, One Card, One Identity,” it serves as the single portal for residents to access all state-level welfare programs, subsidies, and government services.
“We have data dump collected from all sources, be it ration card, Janadhar, voter ID, Aadhar and other departments where citizens data is stored. We use tools of artificial intelligence (AI) to eliminate duplicate data ensure sacrosanct of data,” he said.
Surpur said that the IT department is coordinating with various departments to build a super efficient gateway where citizens services can be accessed at a click.
“We have the wherewithal and we have the technology. We are fast on our way to synchronise all data available and minimise the risks associated especially dealing with financial schemes. We will be able to roll out more schemes on automated mode very soon,” he said.
