RAS Balwant Singh Ligree suspended following ‘inappropriate’ decision in land dispute 

Balwant Singh Ligree, a 2011 batch Rajasthan Administrative Service (RAS) officer has been suspended following some land allotment related inappropriate decisions he took during his tenure as Deputy Commissioner in . He had served in JDA March 2019 to July 2023. 

Ligree is currently serving as Executive Director in Rajasthan State Beverages Corporation Limited, the state-owned enterprise responsible for the exclusive wholesale distribution and pricing of Indian Made Foreign (IMFL) and beer within Rajasthan.

Ligree had also served as Special Assistant to Health Minister Gajendra Singh Khimsar, who was not happy with his working and had sought transfer of Ligree. Finally Ligree was transferred a month back. 

What is the case?

Sources in the JDA said that the suspension of Ligree relates to a case land allotment along the posh JLN Marg. Sources said that Ligree, while serving as Deputy Commissioner facilitated a disputed land parcel of 17,433 sq yards to Green Fire opposite World Trade Park. Ligree, overlooking the law, did not refer the case to Urban Development House and agreed for allotment at JDA level. The market price of land in that area is Rs 2.5-3 per square yard. 

On the basis of Ligree's decision Lok Adalat also favoured allotment of land to Green Fire Hospital, which was later upheld by the High also. 

The state government, which had developed green patches on the disputed land, has now taken coercive action against Ligree.
