ED closes in on corrupt PHED officials, starts investigation of seized incriminating evidences

The Enforcement Directorate (ED) has seized incriminating documents including digital evidence, hard disks and mobiles among other articles which reveal large scale corruption in connivance with the PHED official in implementation of Jal Jeevan Mission (JJM) Scheme.

ED had conducted search operations on September 1, 2023 at various locations in Jaipur, Alwar, Neemrana, Behror and Shahpura under the provisions of Prevention of Money Laundering Act, 2002 (PMLA) in this case.
During the search operations, unaccounted cash of Rs. 2.32 Crore, 1 Kg Gold bar worth Rs. 64 lakh were recovered from premises of retired RAS Amitabh Kaushik, Mahesh Mittal, property dealers Sanjay, Kalyan Singh Kavya, executive engineers Vishal Saxena, Maya Lal Saini and contractor Padam Chand Jain.

ED initiated action on base of ACB FIR

ED initiated investigation on the basis of an FIR registered by the ACB wherein Padamchand Jain, proprietor of Shree Shyam Tubewell Company, Mahesh Mittal, proprietor Shree Ganpati Tubewell Company) and others were involved in giving bribe to public servants in order to obtain illegal protection, obtaining tenders, getting sanctioned and covering up irregularities in respect of work executed by them in respect of various tenders received by them from Public Health and Engineering Department (PHED).

“Investigation is on. We have found incriminating evidence which indicates involvement of senior officials. A large sum of bribe has been given to officials for tender approval followed by execution of sub-standard work,” said an official.

The suspects were also involved in the purchase of stolen goods from Haryana for using the same in their tenders or contracts and had also submitted fake work completion letters from IRCON to get PHED contracts.
The contractors submitted fake certificates from IRCON Limited, which is a government of India undertaking under of railways to fulfil technical requirement of the tender.

“PHED officials despite knowing about the fake certificates helped the contractors to win the tender. Contractors then bribed officials to get the bills sanctioned without executing work at many places,” the official said.
