A silent revolution is sweeping across the sleepy lanes of Dholpur district. The spirit of preamble of constitution, which is printed on the first page of every school text book, is now seen in conscious and subconscious minds of people.
Avhad Nivrutti Somnath, a 2021 batch IAS officer, who is serving as CEO of district council Dholpur, has launched a flagship programme – ChandraJyoti Abhiyan – aimed at creating empowered citizens to lead India towards Viksit Bharat with optimism, vibrancy, and a spirit of democracy.
Nivrutti has taken up cudgels to bring out the preamble of constitution from the realms of books to reality.
“If we can bring the Preamble out of obscurity,” Nivrutt explains, “we can bring the Constitution to life in young minds,” he explained.

Mission started with young minds
The mission has touched the spirit of more than 50,000 students from across 350 schools in the district from age group of 10-18.
It spread its wings through Baal Sansad (Youth Parliament) sessions, debates and discussions based on constitutional rights and duties.
More than 200 educators, especially Political Science teachers, received training aligned with NEP 2020, enabling them to make constitutional principles a living part of classroom discussions.

Beyond Classrooms to Samvidhan Ghar
The ChandraJyoti Abhiyan did not stop at school gates. It reached into the heart of communities through Gram Sabhas and Child -Friendly Panchayat meetings, enabling students to witness and participate in grassroots democracy. Republic Day and Constitution Day were celebrated not just as ceremonial events, but as occasions to reflect on civic duties and constitutional ideals.
Building up the momentum further, Nivrutti envisioned a new concept – the Samvidhan Ghar project to strengthen the mission. He picked up many unused or dilapidated government buildings and transformed them into vibrant centres of knowledge and civic awareness.

Nivrutti identified 28 unused or dilapidated government buildings across 28 Gram Panchayats. These are being renovated into community libraries — spaces where civil services aspirants, avid readers, and community members can access newspapers, books on law and governance, and educational materials.
“But at their core, every Samvidhan Ghar will focus on the Indian Constitution, reinforcing citizenship, democracy, and participation,” he said.
Nivrutti's vision is not limited to physical renovation.
“My vision is to develop not just readers, but citizens — thoughtful, informed, and empowered individuals,” he said.
