IAS Arti Dogra gets relief within 24 hours, Division Bench stays order of ACB probe

Energy Secretary and Discoms chairperson Arti Dogra got relief from High 's Division bench within 24 hours following an High Court's order for ACB probe against Arti Dogra in a departmental promotion case of Superintendent Engineer R K Meena. 

The division bench of Acting Chief Justice Sanjiv Prakash Sharma and Justice Shubha Mehta stayed theu decision of Justice Ravi Chirania, who while hearing a petition filed by Superintendent Engineer RK Meena, ordered for ACB probe against Dogra. 

Arti Dogra and senior R N Mathur, appearing for DISCOM, argued that three departmental enquiries were pending against the petitioner. A decision on all these investigations will be taken soon. That is not a matter of corruption. 

What is the case?

The as is related to a petition filed by RK Meena against Discom in December 2023 challenging the orders of 2022-23 departmental promotion commitee (DPC. In his petition. he had said that the department is conducting DPC without maintaining the roster even after the direction of the Supreme Court and the circular of the . Due to that, he could not get promotion to the post of superintendent engineer from Executive Engineer. 

He allegedly that Discom vehemently handed over three chargesheets soon after he had filed the case. 

The single bench high court, while commenting, had said that the DISCOM chairperson had deliberately stayed the decision on the investigation against the petitioner for several months. In these circumstances, there appear to be sufficient grounds to suspect corruption in this case. Therefore, the ACB should investigate the matter and submit a report within three months.
