Ravindra Goswami, who is serving as Collector Pali, is the first one to set up District Pravasi Cell (DPC) to seek active participation of Non Resident natives in the development works in Pali district.
Rajasthan Chief Secretary V Srinivas appreciating the initiative of Goswami, asked all district Collectors to establish DPC in their respective districts.
Rajasthan government has started a new department – Department of Domestic and Overseas Rajasthani Affairs (DORA) aimed at strengthening relationship with Non Resident Rajasthani.
“The setting up of DPC by Pali Collector Ravindra Goswami is an exemplary initiative. All Collectors should set up this cell in their respective districts,” wrote Chief Secretary V Srinivas in a letter addressed to Collectors.

DORA is being headed by Manisha Arora, who is serving as Commissioner. She is also Commissioner of Rajasthan Foundation. The department has issued Standard Operating Procedures (SOP) for all district Collectors who need to set up this cell.
As per the SOP, each district Collector has to prepare of district wise database of Non Resident Rajasthani (NRR) and appoint Additional District Magistrate (ADM) as nodal officer of the cell.
The Pravasi Cell will have to connect with NRRs and encourage them take up development work under Corporate Social Responsibility (CSR) and social work. Apart from that the cell should organise NRR meet and facilitate investment in the district.
The cell should coordinate with DORA headquarter at Jaipur on regular basis and submit monthly report on every 5th day of the month.
