In yet another instance of supremacy of Rajasthan bureaucracy led by Chief Secretary V Srinivas, the state secured first rank among group of largest populated states in Mission Karmayogi – the National Programme for Civil Services Capacity Building, aimed at upgrading the skills and mindset of government officials to make them more creative, proactive, and citizen-centric.
Sreya Guha, Director General of Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM RIPA) – the nodal department of Mission Karmayogi – said that scored 62.49 points to top the tally.
“This ranking is based on capacity building and learning outcomes under ‘Mission Karmayogi' for states and union territories. This marks the second consecutive month that Rajasthan has achieved the top spot,” she said.
Guha attributed this remarkable success to the visionary leadership, constant guidance, and commitment to prioritising capacity building demonstrated by Chief Secretary V. Srinivas.
“Under his leadership, officials and personnel across the state are being motivated to engage in continuous learning, skill enhancement, and self-preparation to meet evolving administrative requirements,” she said.
Guha said that HCM RIPA is making sustained efforts to accelerate activities such as personnel onboarding, online learning, course completion, and capacity building on the iGOT Karmayogi platform.
V Srinivas is deeply involved in Mission Karmayogi
Rajasthan Chief Secretary V. Srinivas has been a key driver and administrative champion of Mission Karmayogi, both at the central and state levels. Before becoming Rajasthan Chief Secretary, Srinivas was Secretary of the Department of Administrative Reforms and Public Grievances (DARPG), where he actively led the implementation of various capacity-building initiatives under the mission—such as the Rashtriya Karmayogi Jan Seva Program—to transition civil servants from a “rule-based” to a “role-based” approach.
When he came to Rajasthan as the top bureaucrat, he pioneered a major milestone in August 2026 by making Rajasthan the first state to conduct the Karmayogi Kartavya Karyakram simultaneously for 70 state secretaries, physically participating in the continuous learning programme himself to lead by example.
